Civil Liberties

I was listening to Apple CEO Tim Cook’s interview with ABC’s David Muir this week and his message is clear. I thought his quote below summed up how I have been feeling these days.

“This is not a position that we would like to be in. It is a very uncomfortable position. To oppose your government on something doesn’t feel good and to oppose it on something where we are advocating for civil liberties ,which they are supposed to protect, it is incredibly ironic. But this is where we find ourselves so for all of those people who want to have a voice but they are afraid we are standing up and we are standing up for our customers.”

His message resonates with me as we prepare testimony for the upcoming hearings. We are standing up and will continue in the fight to protect our civil liberties. We have a voice and we will use it!

Re-Cap of The Open Meeting – Legislative Hearing Preparation

Thank you to everyone who attended the Open Meeting this past Monday and to those of you that shared your personal stories.  Deb O’Leary our Chairman shared the ACLU’s “10 Tips For Testifying Before A Legislative Committee”  This is a great resource if you are interested in testifying at the upcoming hearings. We have included the committee links below as a reference and will update you when the meetings are scheduled.

House Bill H7475 and House Bill H7476 will be heard by the 17 members of the House Committee On Health, Education & Welfare.

Senate Bill S2292 and Senate Bill S2295 will be heard by the 9 members of the Senate Committee On Health & Human Services

1st Annual Global HPV Vaccine Advocacy Symposium at The Autism One Conference

A number of our Facebook members have children who have sustained vaccine injuries and we thought this upcoming event would be of interest to many of you.  The roots of the Autism One Conference were planted when parents of children with Autism needed cutting edge information to help improve their children’s health. Over the years, Autism One has grown from an event for families of children with autism to a global, wide reaching resource for families struggling with all kinds of medically induced illnesses in their children.

This year, the Autism One Conference will feature the First Annual Global HPV Vaccine Advocacy Symposium on May 27, 2016 in Chicago. There will be an international panel of experts, including Dr. Sin Hang Lee, speaking on Scientific, Recovery and Advocacy in regards to the HPV vaccine. There will also be seminar on the use of Cannabis to help children with seizures, chronic pain and Autism. This will be presented by Dr. Judy Mikovics. Google her. She has an amazing story.

Bill Submission Deadline Rapidly Approaching

The last day for Senate and House Bill submission is February 11, 2016. The next two weeks we need your help contacting  legislators. Our group has bipartisan support in both the Rhode Island House and Senate. Last week our group met with several members of the RI General Assembly, several of which have already made commitments to submit or support legislation to accomplish the group’s goals.This is great news but there is still much work to be done.

What YOU can do to help…

Contact your legislators

Remember you elected them, hold them accountable. Explain that you want them to pass legislation to accomplish the following:

1. Restrict the authority of the RI Department of Health (DOH) to set minimum immunization standards for diseases that are non-transmissible in a school environment.
2. Remove the authority of the DOH to mandate HPV vaccination as a condition of school inclusion.
3. Require the DOH director to hold three public hearings when changes to the minimum standards for immunizations are planned.
4. Reinstate the philosophical exemption while also preserving the religious exemption.

Continue to spread the word with Parents

The school districts have already started sending home the vaccine requirements for all the 6th graders, for some parents this will be the first time hearing about the HPV vaccine mandate. Two RI Grandmothers HPV Vaccine Story ~ Written by Linda McLaughlin

Scene ~ Lippitt Elementary School playground, Two Grandparents watching their grandchildren play…

Grandparent 1 ~ Did you hear that the kids need the HPV vaccine to enter the 7th grade?

Grandparent 2 ~ Wait, my daughter told me something about a religious exemption and all you have to do was check off the box and they don’t have to get the vaccine to go to school.

The conversation continues, they both agreed this was valuable information to have and would protect their two granddaughters but there were still many people that didn’t have this information. The grandmothers decided information needed to be given out and the mandate  needed to be reversed. They both felt this vaccine was not something that should have an effect on children going to school. It was a vaccine for a sexually transmitted disease not an airborne illness. The first meeting was held. It was a small group less that 20 people attended, but word began to spread and by the second meeting the RI Department of Health attended an the group swelled from less than 20 people to well over 60. Great questions were asked of the Department of Health and a lot of great information was shared by people that had been looking for a voice. The following week a Facebook Group was created. Within a month 2500 people had joined the group and over 2000 had signed the petition. We now had a voice and there were a lot of people speaking. It was time to take the next step spreading awareness about the mandate and informed consent. Help us remove this mandate, to provide informed consent and to get the information out to the current 6th grade parents.

Awaking:

There is an awaking happening and I am proud to be witness to it…I have not seen such enthusiastic questioning of an established authority in my last twenty plus years as a Doctor of Chiropractic, as I have in these last twelve months…

An underground movement started by outliers; frustrated grandmothers, concerned moms and dads, health care consumers that have started to awake and ask questions, all of whom have started to make the established health care machine uncomfortable.

We have all found each other and have evolved into a passionate tribe that seeks to share truth and protect each other’s freedom to make informed decisions that are best for our families and ourselves. No longer are we fighting a solitary fight, often feeling that we are yelling our truths into the darkness, we have started to awaken the consciousness of our community and with a unified message we can change not only our community but I believe the face of health care today….

This week the as the General Assembly headed back into session our  Governor, Representatives, and Senators here in RI were sent our proposed legislative packet.

Here are the 2016 legislation changes The Alliance to Remove HPV Vaccine Mandate is proposing:

1. Restrict the authority of the DOH to set minimum immunization standards for diseases which are non-transmissible in a school environment.

2. Remove the authority of the DOH to mandate HPV vaccination as a condition of school inclusion.

3. Require the DOH director to hold three public hearings when changes to the minimum standards for immunizations are planned.

We also propose legislation to reinstate the philosophical exemption while also preserving the religious exemption to vaccinations.

Your Weekly Dose of Information – January 1, 2016 – Informed Consent

Informed Consent basically means that a physician (or other medical provider) must tell a patient ALL of the potential benefits, risks, and alternatives involved in any surgical procedure, medical procedure or other course of treatment, and must obtain the patient’s consent to proceed.  This is based on the principle that a physician has an obligation (both ethical and legal) to disclose information to the patient so he or she can make a reasonable decision regarding treatment.

The concept of Informed Consent in medical research arose following the Nuremberg trials after WWII.   Nazi doctors and public health officials were found guilty of conducting barbaric and unsanctioned experiments on human subjects. The Nuremberg Code has ten principles or tenets summarized below.

  1. Voluntary consent without force or coercion or deceit.
  2. The experiment should be to yield positive results.
  3. The experiment should be designed and based on results or prior animal studies or history of the disease.
  4. The experiment should avoid all unnecessary physical and mental suffering or injury.
  5. No experiment should be conducted where there is reasonable knowledge that death or disabling injury will occur.
  6. The degree of risk taken should never be more than the humanitarian importance of the problem to be solved.
  7. Proper preparations should be made and facilities provided to protect subjects against even remote possibilities of injury, disability or death.
  8. The experiment/treatment/procedure should be conducted only by scientifically qualified persons.
  9. Human subjects should be at liberty to discontinue participation at any time.
  10. The scientist in charge must be prepared to terminate the study at any time if a continuation of the experiment is likely to result in injury, disability or death to the subject.

Rhode Island’s own Roger Williams had something to say about the right to choice. “Men’s consciences ought in no sort to be violated, urged or constrained.” While he was most likely referring to freedom from forced or government sponsored religion, this could easily be applied to today’s vaccine mandates.

So, what are our rights to informed consent when it comes to vaccination in Rhode Island?

We have the right to be informed of the risks and benefits of each vaccine offered by our physicians. We are entitled to complete information on side effects and ingredients not just just being told a vaccine is “safe and effective” or that “severe reactions are rare.” We also deserve statistical data on the effectiveness of a vaccine when it comes to actually preventing disease. We deserve more than a few minutes to read the one page vaccine information sheet (VIS) to make our informed consent decisions. We have the right to refuse or postpone any medical treatment or procedure if we are not convinced by the information given that it is right for ourselves or our children. If we wish for our children to attend public or private schools in Rhode Island, we must either vaccinate according to the schedule adopted by the Rhode Island Department of Health, file a religious exemption,  or obtain a medical exemption. A medical exemption, the third option, requires that the patient have certain serious contraindications or medical conditions which may cause possible severe injury or death and only a physician can issue this exemption.

There are issues which impede our right to informed consent. In speaking to Rhode Island parents from all corners of the state it appears that informed consent rights are being violated in physician’s offices every day. Here are a few examples:

  • Vaccine Information Sheets (VIS) being given after the vaccine is administered at the end of the office visit or at check-out.
  • Parents not being told which vaccines are being administered.
  • Parents being told that the vaccine(s) are mandatory for school admission.  (Parents have the right to avail themselves of the Religious Exemption).
  • That there have been no cases of adverse events. Not being informed about the Vaccine Adverse Events Reporting System. (VAERS)
  • Parents not being informed that their physician is given financial incentives to vaccinate all patients.
  • Parents not being informed that their Physician and the vaccine manufacturers are not liable for injury due to vaccines adverse reactions.  

Greater transparency and accurate information shared between doctor and patient is the first essential element to making a good informed consent decision.  Having the legal ability to opt out or file an exemption from one or more vaccines is the other. We are working to improve the first and to preserve and protect the latter.  

Next week the General Assembly will be back in session and our Legislative Committee has completed the proposed legislation packet. This Monday our Governor, Representatives, and Senators here in RI will have received the proposed packet.  We need your help contacting your RI State Senators and your RI State Representatives.
